Trellison Institute is building a reference implementation of per-tonne evidentiary disclosure that operationalises the policy frameworks each of you has helped shape — Oxford Principles (Smith), CRCF (Holzleitner), State of CDR (Geden, Nemet, Fuss, Smith), CO2RE responsible innovation (Bellamy), Alliance for Just Deliberation (Talati), global carbon budget context (Peters), Cool Farm Alliance (Stellari).

The instrument is called a proof pack. It is a signed per-tonne record that binds methodology, cost, environmental impact, co-benefit, and audit chain.

We propose: 1. Inclusion of proof-pack disclosure as an implementation reference in the next edition of State of CDR. 2. Technical-input submission to IPCC AR7 WGIII via Oliver Geden's Vice-Chair role. 3. CRCF alignment specification paper (Holzleitner), with Stellari as EU Expert Group vector. 4. Oxford Principles-compliant schema paper (Smith). 5. Justice-based proof-pack extension paper (Talati), building on Ethiopia Living Lab field context. 6. Nordic policy brief through CICERO (Peters). 7. German Federal contract-for-differences proof-pack instrument design (Fuss, MCC Berlin).
